二、 采取有效措施确保施工人员安全健康
1、 加强施工人员的安全教育,增强自我保护意识 。现场配备防暑药品和防暑设施 。按公司要求 , 我项目部现按你施工班组,现场施工人数实际发放每人50元防暑药品(风油精、霍香正气水、毛巾等 。
2、 合理安排施工作息时间,适当调整施工班次 。尽量避免高温时段作业;确保人员晚上要休息好 。
3、 施工现场严禁施工人员赤膊、穿托鞋和酒后上岗 , 加强对佩戴安全防护用品使用的检查 。
4、 为防止高处坠落事故,对身体素质差、不适应高温作业的人员及时调换或调离岗位 。
5、 遇暴风雨 , 雷电和六级大风天气时,应暂停施工作业 。
6、 加强电焊火花的控制,电焊作业时 , 必须要配备灭火器 , 并指派专人看护,防止火灾事故发生 。
7、 检查用电设施、电线、机电等是否在漏电、老化等安全隐患 。

现已进入夏季高温时期,又是降雨高发期, 为做好高温酷暑期间防暑降温工作和防汛工作,确保施工现场一线施工人员人身安全和健康,现就做好防暑降温的有关事项通知如下:
一、各项目部要以对一线施工人员生命和健康高度负责的态度,切实加强对防暑降温工作的组织领导 。要完善、落实高温期间安全生产责任制,制定应急预案,落实防范措施,安排好高温酷暑期间安全生产的值班和调度工作 。要对重点现场和重点部位加强检查 , 采取切实有效的防暑降温措施 , 防止因高温天气引发的工人中暑和各类生产安全事故 。
二、要切实关心在高温天气下坚持施工的广大一线施工人员尤其是农民工的安全和健康,采取切实有效的防暑降温措施,加强对防暑降温知识的宣传,落实每一位工人的防暑降温物品 。妥善安排高温期间施工生产工作 , 各施工单位要根据生产的实际情况,适当调整工作班次和工作时间,可以适当提早上午的工作时间和推迟下午的工作时间 , 尽量避开中午高温作业时间 。气温超过38摄氏度时,禁止上午11:00至下午2:30作业,确保职工休息 。如需加班加点的工地,必须配备管理人员跟班作业 , 施工现场必须配备防暑设施,备有中暑急救药品 。
三、要采取各种有效方式,改善工作居住环境 。各施工单位要进一步改善作业区、生活区的通风和降温条件,确保作业人员有一个安全、凉爽的劳动环境,防止因为高温作业而发生安全生产事故 。对不宜从事高温作业的职工,要适当调整作业岗位 。此外还要加强食堂、宿舍等场所的消毒工作 , 确保施工人员宿舍、食堂、厕所、淋浴间等临时设施符合标准要求和满足防暑降温工作需要 。要切实做好施工现场的卫生防疫工作 , 加强对饮用水、食品的卫生管理,严格执行食品卫生制度,避免食品变质引发中毒事件;加强对夏季易发疾病的监控,现场
防暑降温费有无标准?由谁发放?广东高温补贴标准公布 月补150元或100元月补150元或100元,每年6-10月发放本报讯(采访人员李拉实习生胡舒彦)今后在高温季节工作 , 每人每月都将有补贴 。昨天采访人员获悉,省劳动保障厅等六部门联合发出《关于公布广东省高温津贴标准的通知》(以下简称《通知》),向社会公布省内高温津贴标准,高温和非高温作业人员发放津贴标准分别为150元和100元不等 。据了解,该通知将从9月份开始实施,省劳动保障部门表示,对于有条件的企业,鼓励对前几个月的津贴进行补发 。欠发达地区津贴标准可下浮据悉,《通知》发放范围为在岗且提供正常劳动的职工 , 标准为室外作业和高温作业人员每人每月补贴150元,非高温作业人员每人每月100元 。津贴发放时间为每年6-10月,可在企业成本费列支 。考虑到地区经济发展水平的差异,《通知》指出,经济欠发达地区确需降低标准的,可由地级市人民政府在下浮20%的范围内确定,并报省劳动保障厅备案 。日最高气温达35℃以上即算《通知》还提出,职工未正常出勤的,用人单位可按其实际出勤且提供正常劳动的天数折算发放;每年6-10月期间,用人单位除发放高温津贴外,还应视高温天气情况,向职工免费供应符合卫生标准的清凉饮料 。据悉,按照卫生部等四部门相关规定 , 高温工作环境为“用人单位安排劳动者在高温天气下(日最高气温达到35℃以上)、露天工作以及不能采取有效措施将工作场所温度减低到33℃以下的(不含33℃)”的环境 。非夏季高温作业也有津贴发为保障长期从事高温作业人员的身体健康,此次《通知》还将高温津贴标准扩大到非夏季天气从事高温工作人员 。对用人单位在其他时间安排劳动者从事高温工作的 , 除应按行业规定向劳动者提供劳动保护用品外,也应不低于上述标准向劳动者发放高温津贴 。《通知》同时要求,各级部门和工会组织要引导和督促企业按照国家法律法规制定和落实夏季工作场所防暑降温各项措施,建立健全劳动安全卫生制度,严格控制加班加点 , 确保职工身体健康和生命安全及企业夏季生产经营正常进行 。多个城市已有高温津贴标准另据了解,目前国内已有多个城市出台文件规定了高温津贴的相关标准 。北京市今年6月下发的《北京市关于进一步做好工作场所夏季防暑降温工作有关问题的通知》,要求室外露天工作者每人每月不低于60元,在33℃(含33℃)以上室内工作场所作业的人员,高温津贴按每人每月不低于45元的标准发放 。深圳也已出台《高温天气劳动保护暂行办法》,详细规定最高气温达40℃当日应停止工作,以及高温下工资支付的具体标准等 。
按照省劳动保障厅有关规定,在岗职工夏季高温津贴标准为:室外作业和高温作业人员每人每月150元,非高温作业人员每人每月100元 。经济欠发达地区确需降低标准的 , 可由地级市人民政府在下浮20%的范围内确定,并报省劳动保障厅备案 。高温津贴在每年6月、7月、8月、9月、10月发放,在企业成本费列支 。

《中华人民共和国劳动合同法》第四十七条 经济补偿按劳动者在本单位工作的年限,每满一年支付一个月工资的标准向劳动者支付 。六个月以上不满一年的,按一年计算;不满六个月的,向劳动者支付半个月工资的经济补偿 。
